For this reason, the builder and the buyer often first conclude a preliminary purchase and sale agreement, by which the builder undertakes to build and sell the dwelling at a certain price to that particular buyer. 

AVOCAD – Law Firm senior lawyer Žygimantas Klizas says that rising prices for building materials and energy resources are having an unavoidable impact on the real estate market, which leads to a significant increase in the number of disputes over preliminary purchase and sale agreements for the purchase of residential housing.
